The buzzer can be annoying–but that is the point.
I like when the 3-point harness first started, some car companies made the shoulder strap automatic (my Ford Escort had them). When you opened the door, the shoulder seatbelt moved forward so the driver and front passenger could get in and sit down. When the engine was started (or running when the door was closed), the shoulder seatbelt would move back to restrain the person. My Mom managed to get her right arm stuck between the belt and the seat.
