Why all the squawk about security needed for the now elevated in price up to one billion dollar ballroom when they can put on a UFC fight out on the lawn like a traveling carnival?

Then why is Congress involved trying to get one billion dollars for the ballroom? Also, how come no list and not even a hint who is donating so much to buy influence from Trump?
While it seems high, the money Congress is looking for is for security upgrades–probably from what the Secret Service wants to protect the President and dignitaries. Not sure that amount of money is needed but I am privy to the upgrade details.
And how much influence would there be on a billionaire who won’t see the finished ballroom unless the next President invites him?
