I wonder what the caption would say if this were a black man carrying off the “souvenir”. Would he be a looter?

I say he’s a looter.
I’m hoping that since this clown gave his name to the newspaper, the restaurant owner tracks him down and gets his property back. And kicks his dog and backs into his car on the way out.
Stealing from a business is just wrong. Period. It takes so much to build up a business, and this business owner has had it destroyed, and has to start all over, and his ‘neighbors’ are taking the few salvageable things he has left. What difference is it that he was hit by a hurricane? Would this buttknob have taken the sign off the wall a month ago during dinner?
If it was my business, I’d be perched on top of the wreckage, and if I saw this knuckle-dragging bottom-feeder take so much as a pencil, I’d fill his fat ass with some buckshot.

I remember in Katrina, there were some media captions that caused this same question because apparently the African Americans were labeled as ‘looter’ but the whites were not.
black+looting=shoot on sight
white+looting=souvenir
In NOLA blacks stealing water and food were looters while at the same time whites who were stealing TVs etc. were ignored by the white cops.
