I saw this quite often the last time I was in St. Petersburg. It does several things. It protects from the weather, from dust and dirt. It also protects from passers by. Finally, a building can be in total reconstruction in a historical district and not be an eyesore. I saw this on much larger multi-story buildings, with a different paint scheme.
