2. Rapunzel’s tower: some houses in flood zones are like that.

   For instance, in Illinois by the Mississippi river, I drove towards the river; once I went over the earthen berm, all the houses were on wooden scaffolding so the structure was about 20-25 feet high. (there was maybe a half-mile or so between the earthen berm and the river).
