Looks like the sign maker was drinking on the job.
Heath Robinson was to Britain what Rube Goldberg was for America: a cartoonist who illustrated implausible devices, often of great complexity. Their eras overlapped but they were not influenced by each other.
The signage was clearly an attempt to emulate the whimsy in text.
Or as we would say, a fail.
