I bet it is.
it’s an allegory… any current software that rejects password requirements typically says “you have not met the minimum requirements for a password that include X” where X would be password length, mix of alphanumeric, specials, reuse conditions, incorporating user name, etc.” won’t say what it is as there are many factored rules on passwords from a sysadmin perspective.
