To judge by the shoulder tab, that is a South African police man.
The object next to him is the bullet-proof vest they use, with a heavy steel plate in it. They understandably tend to take the vest off when they are back at the police station.
We know for sure he’s not from the States he’s waaay to skinny…..and there are no doughnuts.
