*Why* does it work?
As it tries to roll forward the weight of the ballast is stuck to the rear side of the advancing ball. Thus the off balance weight tries to roll backwards, but the interior goo is on the move forward to comply with gravity at the same time. It’s really a petty cool trick; kudo’s to the inventor.
